The emaciated 27-month-old boy was apprehended by police as soon as they were alerted by witnesses and they say he is lucky to be alive.

His current condition has improved, police say.

While the mother can’t be identified, police are calling for any witnesses who may have information to come forward.

Two other adults have been arrested in regards to this case, but have not yet been charged.
