Handcuffed Surrey man kicked by VPD officer

A Vancouver police officer was caught on camera kicking a Surrey man while he was handcuffed.



A Vancouver police officer is under investigation after he was filmed kicking a Surrey man who was handcuffed at the time.

CBC News captured footage of an arrest of Ryan James Felton, 39, who was apprehended by police for allegedly taking $150 cash and $250 in merchandise from a Vancouver sex shop.

Felton was in his underwear and was handcuffed at the time he was kicked by a plain-clothed police officer.

It took place at 8:15 p.m. Wednesday at the corner of 15 Avenue and Fir Street in Vancouver.

The B.C. Civil Liberties Association characterized the kicking as "borderline criminal," in a CBC report.

The Vancouver Police Department said in a release that it has launched an internal investigation as well as asked the Abbbotsford Police to conduct an external investigation into the conduct of the officer.

The Office of the Police Complaints Commissioner has also been advised.

While those investigations are under way, the officer has been relieved of  active duty.

Meanwhile, Felton has been charged with robbery.
